The Division of Program and Fiscal Coordination within the Office of Financial Management is responsible for the oversight and management of a $3.5 billion budget; MaineCare represents approximately $2.5 billion. This vacancy is located in Augusta.

Job Duties

As a Financial Analyst in the Division of Program and Fiscal Coordination, you will partner with senior DHHS managers, DHHS Service Center financial staff, Program Fiscal Coordinators and program managers and staff in monitoring and analyzing the budgetary status of several complex policy areas and funding sources. Your primary role will focus on advising and consulting with executive managers and senior financial professionals on significant budgetary matters. You will be professionally and personally challenged by the magnitude, diversity and dynamics associated with managing the Department of Health and Human Services' financial resources. The impact of your work will be felt throughout the major programs that provide critical services to Maine's most needy population, and you will have the satisfaction of knowing you have helped DHHS executives and program managers deliver vital services to this state.


In order to qualify, you must be certified as a CPA, CIA, CMA, CGFM; -OR- you must have an eight (8) year combination of education and/or experience which includes a Bachelors* Degree in Business Administration or closely related field -AND- four (4) years of responsible experience in accounting, cost, budget and/or financial analysis. Directly related professional experience may be substituted for education on a year-for-year basis. The background of well-qualified candidates will demonstrate the following competencies:

1. A proven ability to be an effective financial manager to include both analytical and presentation skills.

2. An established record of managing complex fiscal issues with successful outcomes.

3. A proven ability to successfully partner with varying financial and program professionals in order to achieve a common goal.

4. A demonstrated knowledge of Generally Accepted Accounting Principles (GAAP).

5. In-depth experience using Microsoft Office and other computer-based tools.

6. Excellent oral and written communication skills.
