The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that protect the public health and assist our customers in meeting their needs; and that assist families in providing for the developmental, health and safety needs of their children. The Office MaineCare Services (OMS) works collaboratively with the Office of the Governor on health reform; and coordinates with other health plans on statewide healthcare improvement initiatives. OMS assures that the health care programs and services it administers operate in keeping with Department goals and federal mandates and are consistent with State policy. OMS also provides oversight necessary to ensure accountability and efficient and effective administration. This position is located in Augusta.
Job Duties
As Senior Health Care Financial Analyst you will apply your professional financial, statistical and programmatic knowledge and analytical skills to a wide variety of OMS and other DHHS Office analytic/financial initiatives. This will include interpreting policy, operational, clinical and financial analytic/reporting needs while translating the desired outcome into supporting analysis for fiscal impact forecasts, budgets, utilization and/or actual fiscal outcomes. You will work both individually and as part of multi-discipline teams on projects varying in size and scope from 'short term ad-hoc requests' to 'long-term strategic initiatives' to 'validation of application system upgrades, updates and conversions'. You will work collaboratively with other Departments within the OMS, other DHHS offices and the Department of Administrative and Financial Services. Your duties will include collecting and analyzing financial, utilization, health care and quality data; preparing reports, analyses, and forecasts in support of clinical, operational and budgetary initiatives; and general ledger and transactional claims reconciliations. You will also assist in validating and maintaining integrity of data within and extracted from our data warehouses, decision support, and claims processing systems.
Requirements
In order to qualify you must have a nine (9) year combination of education, training, and/or professional level experience in public/business administration, healthcare administration or a directly related area which includes experience in policy development, analysis, and implementation. The background of well-qualified candidates will demonstrate the following competencies:
1. A demonstrated ability to obtain, synthesize and integrate a broad range of data (financial and/or programmatic) from multiple sources for use in analytic/financial reporting initiatives.
2. Knowledge of government finance and/or health care claims processing operational business process is helpful.
3. A history of utilizing data and statistical analysis to test, challenge and defend assumptions. Experience with large scale ERP (Enterprise Resource Planning) and/or health claims process applications and data warehouses is preferred.
4. Advanced technical skills in the use of spreadsheets (pivot tables, functions, macros/VB script, etc.) and database query/reporting methodologies and statistical analysis skill sets.
5. Prior experience with Business Intelligence and/or Analytic software suite (i.e. SQL Server SSRS/SSAS, Cognos BI, Business Object, SAS, SPSS, etc).
