Agency Information

The Office of Child & Family Services (OCFS), within DHHS is responsible for ensuring the safety, permanency and well-being of children and families through community networks, local resources, and life-long family connections throughout Maine. OCFS fulfills its mission through: Policy and Prevention, Intervention and Care Management, Community Partnerships, and Accountability and Information Services. This position will be based in Augusta.

Job Duties

As the Program Specialist for the Maine Automated Child Welfare Information System program (MACWIS), you will be responsible for providing a user prospective in the creation of and final testing of system changes. The MACWIS System was designed as the case management system for the OCFS child welfare program. You will apply OCFS policy and practice in testing proposed changes to MACWIS as a key element of the User Acceptance process. You will work with field staff and managers to research system requirements, understand complex child welfare practice models and to produce effective written documentation of changes made to the MACWIS system.

The goal of the User Acceptance process is to ensure the system works as expected after requested changes are applied. Your duties will include gathering information regarding requested changes to the system, researching current processes being used, documenting change requirements and validating changes made to the system when complete.

You will also field questions from staff regarding the OCFS random moment time study. You will participate as a key member of Information Services team with focus on validating whether requested modifications meet the practice needs of the end users across all areas of the system.

Requirements

In order to qualify, you must have a six (6) years of education and/or professional experience in social services casework, social services program development/delivery, or social services related fiscal/budget administration/analysis work. The background of well-qualified candidates will demonstrate expertise in the following areas:

1. A thorough knowledge of and recent experience utilizing MACWIS.
2. A thorough knowledge of Maine/OCFS child welfare policies and procedures.
3. A record of exceptional customer service and organizational skills.

Only post-secondary degrees from a College or University whose accreditation has been granted from a nationally recognized accreditation agency recognized by the U.S. Secretary of Education will satisfy educational requirements. Information can be obtained at http://www.ope.ed.gov/accreditation/ . Foreign degrees must be evaluated by the World Education Services for authentication and US equivalency.
