Agency Information
The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that protect the public health and assist our customers in meeting their needs; and that assist families in providing for the developmental, health and safety needs of their children. The Office of Child & Family Services (OCFS), within DHHS is responsible for ensuring the safety, permanency and well-being of children and families through community networks, local resources, and life-long family connections throughout Maine. OCFS fulfills its mission through: Policy and Prevention, Intervention and Care Management, Community Partnerships, and Accountability and Information Services. This position is in our Lewiston regional office. This recruitment will establish a new employment register which will replace the existing employment register and will be used to fill the current vacancy in Lewiston only
Job Duties
As an OCFS Assistant Program Administrator, you will work collaboratively with the regional Program Administrator in managing the delivery of child welfare services within a designated geographic district. In some districts this will involve supervision of one or more programs throughout the district. In others it will involve direct supervision of all programs and operations in a branch office. You will assist the PA by assuming responsibilities in such areas as Child Welfare Reform (to include implementation of practice model, Strategic Plan and Program Improvement Plan), staff education and development, community relations, office management and administration, oversight of Regional Operations staff and Personnel Division liaison. You will be expected to assume the duties and responsibilities of the District PA as delegated, including responsibility for Child Welfare Reform and representing the District in OCFS committees and workgroups.
Requirements
To qualify, you must have an eight-year combination of education and professional experience in Child Welfare programs/services, including at least two years of related supervisory or program management experience. NECESSARY SPECIAL REQUIREMENT: Applicants must be fully licensed as a Licensed Social Worker (LSW) as issued by the Maine State Board of Social Work Licensure. The backgrounds of well-qualified candidates will demonstrate the following competencies:
1. A thorough understanding of and history of supporting the OCFS Practice Model.
2. A proven ability to lead, mentor, and motivate staff; and enable staff to achieve performance expectations.
3. Expert-level knowledge of MACWIS (Maine Automated Child Welfare Information System.
4. Knowledge and ability to envision and lead cross-system collaborative efforts to plan, develop and implement strategies to improve services to children and families, consistent with the OCFS Practice Model.
