Agency Information

The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services which protect the public health and assist our customers and caregivers in meeting their needs; and that assist families in providing for the developmental, health and safety needs of their children. The Office of Aging & Disability Services (OADS) within DHHS oversees a broad range of community services for older persons and persons with disabilities; home and community-based services; long term care services; a comprehensive system of support for individuals with intellectual and developmental disabilities; brain injury services; consumer-directed services; quality assurance and quality improvement services including independent assessment services; adult protective services; and public guardianship and/or conservatorship services for individuals who are incapacitated and least restrictive alternatives are not available. The OADS is designated as the state unit on aging for planning purposes and administration of programs under the Older Americans Act. OADS fulfills its mission through: Prevention, Intervention, Care Management, Community Partnerships, Policy and Information Services. This position will be based in Portland.

Job Duties

As an OADS Staff Development Specialist you will plan, present, and coordinate statewide training and professional development activities for DHHS staff and community providers. Training focus will include current trends in the field of brain injury, developmental disabilities, physical disabilities, aging, and adult protective services. You will develop and modify curriculum and training materials; coordinate, present and facilitate training programs and workshops. Duties may include tracking and coordinating orientation and ongoing training for regional staff and community case managers, maintaining qualitative and quantitative records of training including the College of Direct Support, and rolling out training for new Departmental initiatives. You will represent the OADS with work groups and providers. You will work collaboratively with consumers, families, service providers and local communities to increase awareness of and opportunities for training around populations served.

You will create and present reports summarizing training results and collect and analyze feedback on quality and effectiveness of training courses to promote continuous improvement in training programs and delivery mechanisms. Other duties may include website development, communication through videoconferencing, participating as a team member in periodic agency program reviews and other special projects. Travel within the region and state is required, including occasional overnight travel.

Requirements

To qualify, your background must include a Bachelors Degree in Human Resource Development, a Social Science, Business/Public Administration, or related field and two (2) years staff development experience to include assessing training needs, developing training curricula, and implementing training programs for adults. Equivalent experience may be substituted for education on a year-for-year basis. The background of well-qualified candidates will demonstrate the following competencies:

1. Knowledge of current policies, programs and trends in the field of aging and disability services, e.g. least restrictive alternatives, program standards, positive approaches to challenging behaviors, person centered planning.

2. Excellent oral and written communication, interpersonal and interactive skills with individuals and in groups, and group facilitation skills

3. A demonstrated ability to assess staff training needs and develop/deliver a broad range of adult training programs to diverse audiences.

4. A demonstrated understanding of the concepts and theories of adult learning and curriculum development and design.
