Agency Information
The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services which protect health and assist our customers and caregivers in meeting their needs; and that assist families in providing for the developmental, health and safety needs of their children.
The Office of Aging & Disability Services (OADS) within DHHS oversees a broad range of community services for older persons and persons with disabilities; home and community-based services; long term care services; a comprehensive system of support for individuals with intellectual, physical and developmental disabilities; brain injury services; consumer-directed services; quality assurance and quality improvement services including independent assessment services; adult protective services; and public guardianship and/or conservatorship services for individuals who are incapacitated and least restrictive alternatives are not available. The OADS is designated as the state unit on aging for planning purposes and administration of programs under the Older Americans Act. OADS fulfills its mission through: Prevention, Intervention, Care Management, Community Partnerships, Policy and Information Services.
Job Duties
As part of the management team within the Office of Aging & Disability Services(OADS) you will be responsible for developing policy and rule, designing and defining services. These services and support include: home supports, community supports, work supports, crisis supports, PNMI residential programs, ICF/MR programs, therapeutic day treatment programs. The position is responsible for the development of the definition of each of these services, collaborate and provide data on appropriate rate setting for these services. The position collaborates with the Office of MaineCare services. This position is critical to the upcoming Medicaid redesign of PNMI services for developmentally disable and brain injury. You will interact and collaborate with all other DHHS offices, especially with MaineCare policy and respond to issues that arise with new claims systems. You will be responsible for the provision of the cost data and quality assurance reports to CMS that are required to review home and community base waiver services. You will develop strategies to carry out, direct and coordinate systems change activities to assure best practices, cost efficiency and fairness and equity in resource allocation. This position will also directly supervise nine Regional Resource Coordinators, one Program Manager, and two Contract Managers.
Requirements
A ten (10) year combination of education and experience to include a Masters Degree in Public/Business Administration or related field and at least four (4) years experience in managing and directing a human services agency -OR- an acceptable equivalent combination of education, training, and experience. Strong managerial skills are a must. Preference will also be given to candidates who demonstrate thorough knowledge of Developmental Services.

1. Please summarize your experience managing a social service program; planning designing and implementing statewide resource development programs.
2. Please summarize your work experience and/or knowledge of MaineCare policy. Also, include experience overseeing statewide federal waiver programs.
3. Please summarize your experience in policy development, design and implementation.
4. Please summarize your experience supervising employees. You should include information about the number of job titles of employees you supervised and dates of supervision, and whether this experience included interview and selection, performance management, and employee discipline.
