The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services which protect the public health and assist our customers and caregivers in meeting their needs; and that assist families in providing for the developmental, health and safety needs of their children. The Office of Aging & Disability Services (OADS) within DHHS oversees a broad range of community services for older persons and persons with disabilities; home and community-based services; long term care services; a comprehensive system of support for individuals with intellectual, physical and developmental disabilities; brain injury services; consumer-directed services; quality assurance and quality improvement services including independent assessment services; adult protective services; and public guardianship and/or conservatorship services for individuals who are incapacitated and least restrictive alternatives are not available. The OADS is designated as the state unit on aging for planning purposes and administration of programs under the Older Americans Act. OADS fulfills its mission through: Prevention, Intervention, Care Management, Community Partnerships, Policy and Information Services.
The Quality Assurance Coordinator will coordinate, summarize and evaluate the quality of ongoing services provided by state staff and contract agencies provided to persons served through the Office. This position: 1.) Reviews and analyzes data and consumer records in order to determine compliance with federal waiver requirements, applicable legislation, MaineCare policies, program standards, OADS procedures, and DHHS promulgated rules. 2.) Monitors and collects reports, statistical data, and related information in order to evaluate program performance and prepare reports. 3.) Interfaces with regional management teams and provider agencies to monitor implementation of policies and procedures and to provide feedback for improvement efforts. 4.) Participates in program site reviews in order to assess gaps, strengths, and weaknesses in service delivery. 5.) Participates in training and orientation of state and provider staff. 6.) Provides consultation and problem solving support to regional staff and agency providers. This position requires statewide travel.
In order to qualify, you must have six (6) years of education and/or professional experience in social services casework, social services program development/delivery, or social services related fiscal/budget administration/analysis work. Preference will be given to candidates with an LSW or an RN.
The backgrounds of well-qualified candidates should demonstrate the following competencies:
1. A knowledge of the Office of Aging and Disability Services regulation, policies and procedures, knowledge of applicable MaineCare policy and CMS reporting requirements.
2. A knowledge of OADS programs and experience working with the aging and disabled adult populations, including health related and social service delivery programs including: Adult Protective Services, Public Guardianship and Conservatorship, Reportable Events, Crisis Services, Employment Services, Targeted Case Management and Waiver Services.
3. Ability to work collaboratively and cohesively with a team, including conducting interviews with consumers, families, providers and regional staff in a friendly and professional manner.
4. Experience using information systems and other information to collect, analyze and compile data; experience with MAPSIS and EIS preferred; examine work produced by LSW staff to determine compliance with regulation, policy, laws, performance standards and procedure; and preparing management information reports that summarize program effectiveness and compliance with performance measures, and making recommendations for improvement.
