The board reviewed compliance documents submitted by the licensee and a request to end probation. After a full review and discussion a motion was made by Mary Jane Richards and seconded by Margaret Copelin to table the review and send a letter to the licensee requesting the following information: 1) Certificates of completion substantiating the 24 hours of continuing education, and 2) Certificate of completion for CMS training. The board further instructed the licensee to make contact with DHHS or CMS directly to pursue online trainings or other options. Failure to provide the requested documents within 30 days may result in non-compliance with the terms of the consent agreement.

2005-NHA-086 – review of compliance documents
The board reviewed compliance documents submitted by the licensee. After a full review and discussion a motion was made by Mary Jane Richards and seconded by Margaret Copelin to table the review and request the following information: 1) Complete and submit two (2) additional hours of continuing education as the board only approved 38 hours. Fourteen (14) hours were earned outside of the reporting period of 12/29/27 thru 12/28/08 but the board agreed to extent the reporting period; 2) Submit verification of licensure forms from any state currently or previously licensed as an administrator; and 3) Complete the renewal process for Maine NHA licensure. Failure to provide the requested documents within 45 days may result in non-compliance with the terms of the consent agreement.

2007-NHA-3864 – review of compliance documents
The board reviewed the fifth quarterly report submitted pursuant to the terms of the consent agreement. After a full review of the materials, a motion was made by Margaret Copelin and seconded by Tamra Deering to approve the fifth quarterly report.

APPLICATION REVIEW
Harry Parady – Mr. Parady submitted an application for licensure as a Residential Care Administrator.
After a full review and discussion, a motion was made by Tamra Deering, and seconded by Margot Russell to preliminarily deny Mr. Parady’s application for licensure for failure to disclose disciplinary action with the Maine Board of Dental Examiners as well as non-compliance with the Maine Board of Dental Examiner’s disciplinary order.

CORRESPONDENCE
Megan Stiles – Administrator-In-Training
The board reviewed correspondence sent by Ms. Stiles and will respond by clarifying the following: 1) the board expects that the AIT program as originally submitted to the board is completed in each of the designated categories. If the final report is not consistent with the original plan then an explaining to the reasons why need to be submitted to the board as part of the final report. The board appreciates the realities of work in a nursing home but the AIT requirements are very specific and must be completed; 2) vacation hours, sick hours, etc. cannot count towards the 1,040 hours and the preceptor should provide this answer as well; and 3) if the board receives and approves your final report then you will be notified in writing that you qualify to take the April examination.
REVIEW OF 2008 CEU AUDITS
The board conducted an audit for the 2008 licensure cycle. After a full review and discussion of the materials submitted, a motion was made by Margot Russell and seconded by Tamra Deering to approve the audits as presented and to file complaints against the audits that failed

Examination Committee – State exams are scheduled for April 9, 2009.
Education Committee – The board reviewed requests for approval.
Complaint Committee – There are 14 open complaints.
AIT Committee – There are 6 AIT programs in progress.
CHAIR’S REPORT
Mary Jane Richards updated the board regarding trainings with DHHS.
ADMINISTRATOR’S REPORT
Penny Vaillancourt provided an update regarding financial status of the programs and current number of licensees.
