Future of existing frequencies: What will happen to the existing RegionNet frequencies?

Some RegionNet frequencies are controlled by the state; some are controlled by local partners. Only state-controlled RegionNet frequencies will go into the frequency pool for reallocation in the new MSCommNet system.
