Site access: If a local partner has an agreement for equipment co-location at a tower site, will site/equipment access by local partners/vendors be an issue?

For maintenance purposes, all local partners and vendors would have 24x7 access only to those sites where local equipment is installed in accordance with the provisions of the interagency/private agreements.
