Gaps in coverage: The radio towers for state agencies are being consolidated, but have gaps in coverage for all state agencies been considered in the design of the system?

Yes, specific coverage for all state agencies was considered in planning the system. OIT reviewed the areas lacking coverage and accommodated some improvement in the preliminary design. Generally, agencies will have improved coverage due to their access to all towers in the new system.
