An Order to Designate the Maine Association of Nonprofits as the Authorized Entity to Apply for and Administer the Federal Strengthening Communities Fund Grant #HHS-2009-ACF-OCS-SN-0092

WHEREAS, one in eight Maine workers are employed by a nonprofit organization; and
WHEREAS, many job training and workforce support programs are delivered by nonprofits; and
WHEREAS, Eighty-eight (88) percent of Maine’s nonprofit organizations are small, with annual revenues of under $500,000; and
WHEREAS, these micro and small nonprofit businesses have a documented need for more access to affordable, quality capacity building resources; and
WHEREAS, Maine has a relatively small philanthropic community and an individual charitable giving rate that is 40 percent lower than the national average; and
WHEREAS, Maine’s nonprofits are facing rising need and falling resources and need to more efficiently and effectively meet mission; and
WHEREAS, the Maine Association of Nonprofits has a 15 year record of providing affordable, high quality nonprofit capacity building services; and
WHEREAS, the Maine Association of Nonprofits has agreed to abide by all transparency and reporting requirements of the American Recovery and Reinvestment Act and State of Maine Executive Order 25 FY 08/09;
NOW THEREFORE, I, John E. Baldacci, Governor of the State of Maine, do hereby designate the Maine Association of Nonprofits as the Authorized Entity to apply for the American Recovery and Reinvestment Act of 2009 – Strengthening Communities Fund – State, Local, and Tribal Government Capacity Building Program.
Implementation Costs
The costs for implementing the duties included in this Executive Order shall be absorbed by the designee.
Effective Date
The effective date of this Executive Order is July 1, 2009.
