An Order to Enhance Competitive Bidding

AN ORDER TO ENHANCE COMPETITIVE BIDDING
WHEREAS, state agencies are required by statute to purchase goods and services through competitive bids;
WHEREAS, full and fair bidding has the potential to both reduce costs and increase quality;
WHEREAS, waivers of this statutory requirement can be granted under certain conditions; and
WHEREAS, the Governor has the responsibility to ensure that such waivers are utilized only to the extent necessary to protect the interests of Maine people;
NOW, THEREFORE, I, Paul R. LePage, Governor of the State of Maine, hereby order as follows:
- The Bureau of General Services shall not waive the requirements of 5 M.R.S.A. §1825-B(1) pursuant to 5 M.R.S.A. §1825-B(2)(E) without written approval of the Governor’s Office.
The effective date of this Executive Order is November 22, 2011.
