An Order Constituting the Board of Directors of the Friends of the Blaine House, a Private Nonprofit Corporation

WHEREAS, the official residence of the Governor of the State of Maine—the Blaine House—is a National Historic Landmark listed in the National Register of Historic Places; and
WHEREAS, the Blaine House mansion, artifacts, and grounds belong to the People of the State of Maine; and
WHEREAS, the State of Maine, by policy and law, is committed to preserving the aesthetic and historical character of the Blaine House; and
WHEREAS, the Blaine House Restoration Committee was created by Executive Order 01 FY 87/88 (effective date 24 July 1987), “An Order Accepting a Gift to the State and Creating the Blaine House Restoration Committee”; and
WHEREAS, that committee later dissolved, but then informally reconstituted itself as the Friends of the Blaine House, to continue the work of supporting the maintenance, development, and operation of the Blaine House; and
WHEREAS, the mission of the Friends of the Blaine House is to ensure that work performed on the Blaine house shall preserve the aesthetic and historical integrity of the mansion, artifacts, and grounds in accordance with the National Historic Preservation Act. The work of the Friends of the Blaine House shall be a joint effort between the private sector and State government to cultivate resources to provide for the ongoing maintenance, development, and operation of the Blaine House; and
WHEREAS, all gifts from the Friends of the Blaine House for the benefit of the Blaine House, artifacts, and grounds shall be made to the Blaine House Commission or the Governor pursuant to law (5 M.R.S.A. § 323 or 2 M.R.S.A. § 5); and
WHEREAS, the Bylaws of the Friends of the Blaine House provide that it is a private nonprofit corporation with 501(c)(3) status, private accounts and trusts, and that the Governor shall appoint the Board of Directors of the Friends of the Blaine House:
NOW, THEREFORE, I, JOHN E. BALDACCI, Governor of the State of Maine, hereby constitute the Board of Directors for the organization called the “Friends of the Blaine House.”
Membership – Friends of the Blaine House, Board of Directors
The Board of Directors shall consist of the Directors of the Maine Historic Preservation Commission, the Maine State Museum, and the Bureau of General Services, the Governor’s spouse or designee, and twenty additional individuals, who shall be appointed by, and serve at the pleasure of, the Governor.
Effective date
This Executive Order shall be effective on April 7, 2005.
The authority of Executive Order 01 FY 87/88 (effective 24 July 1987)—including all posts and membership, powers, and responsibilities created and conferred therein with respect to the Blaine House Restoration Committee, and that committee’s informally reconstituted successor, the Friends of the Blaine House—shall extinguish upon signature of this Order.
