An Order to Amend the Order Creating a Steering Committee to Coordinate and Oversee Progress of Implementation of Recommendations from teh Blaine House Conference on Natural Resource-Based Industries

WHEREAS, nearly 750 people from the natural resource-based industries of agriculture, aquaculture, fishing, forestry, and tourism met in Augusta on November 17, 2003 to consider the strengths, weaknesses, opportunities, challenges and new ways of thinking about their industry sector, and the cross-cutting issues that confront all the natural resource-based industry sectors;
WHEREAS, the participants considered, debated, modified and shaped some 70 recommendations to strengthen their industries and identify new ideas to position each as a long-term, sustainable natural resource-based industry (which recommendations are embodied in the “Conference Report”);
WHEREAS, Executive Order 10 FY 04/05 (dated 9 February 2004), creates a “Steering Committee” to coordinate and oversee the progress of implementation of the recommendations from the Blaine House Conference on Natural Resource-based Industries; and
WHEREAS, it is important that the membership of the Steering Committee include representatives from those state agencies that will bear the greatest responsibility for implementing the recommendations from the Blaine House Conference on Natural Resource-based Industries; and
WHEREAS, Executive Order 10 FY 04/05 requires clarification of the way the members of the Steering Committee serve, and which agency will act as fiscal agent for the Steering Committee:
NOW, THEREFORE, I, John E. Baldacci, Governor of the State of Maine, do hereby amend Executive Order 10 FY 04/05 in the following manner:
By amending paragraph A in the section of the Executive Order entitled “Membership,” to read as follows:
The Steering Committee consists of 22 members appointed as follows.
- By amending sub-paragraph 5 of paragraph A in the section of the Executive Order entitled “Membership,” to read as follows:
The Commissioner of Agriculture, the Commissioner of Conservation, the Commissioner of Economic and Community Development, the Commissioner of Environmental Protection, the Commissioner of Inland Fisheries and Wildlife, the Commissioner of Marine Resources, the Commissioner of Transportation, and the Director of the State Planning Office, or their designees, shall serve ex officio.
- By amending paragraph C in the section of the Executive Order entitled “Membership,” to read as follows:
Members of the Steering Committee serve at the pleasure of the Governor and without compensation.
- By amending paragraph F to read as follows:
The Steering Committee may seek resources from public, nonprofit, and private sources, if appropriate, for the implementation of its duties. The State Planning Office shall serve as fiscal agent.
In all other respects, the terms of Executive Order 10 FY 04/05 remain the same.
Effective Date
The effective date of this Executive Order is April 28, 2004.
