Maine PUC Issues RFPs For Residential Customer
Standard Offer Service
For Standard
Offer Supply Beginning March 1, 2005
AUGUSTA, MAINE – Yesterday, September 30,2004, the Maine Public Utilities Commission released Requests for Proposals (RFP) for standard offer service for residential and small commercial customers of Central Maine Power Company and Bangor Hydro-Electric Company. The Commission is seeking proposals from electric generation suppliers for terms of from one to five years beginning March 1, 2005. Initial bids are due October 27, 2004.
CMP and BHE are the largest transmission and distribution utilities in Maine. Both operate within the ISO-NE region. In calendar year 2003, electricity sales to CMP and BHE residential and small general service customers were 4.6 million megawatt-hours, with more than 99% of this load currently supplied by standard offer service.
Concurrent with this RFP for standard offer service, CMP and BHE are requesting proposals to purchase the capacity and energy from their power contracts and undivested generation assets. The energy from these contracts and assets is expected to be about 2.5 million megawatt-hours in the first year of the term. The Commission invites bidders to combine proposals for this energy and capacity with proposals for standard offer service. Under Maine’s retail electric access rules, the Commission is responsible for ensuring that standard offer service is made available to all customers in the State. Maine’s rules require that the Commission solicit suppliers to provide standard offer service through a competitive bid process. Standard offer service is currently provided to CMP and BHE residential and small commercial customers through a three-year arrangement with Constellation Power Source that expires in February 2005.
