\par Water levels in lakes and streams remained near normal throughout most of the summer, which supported recreational interests.  Agricultural interests benefited from \'93just-in-time\'94 rainfall, and have seen a better year than last.

\par Tropical systems and changing weather patterns offer an opportunity for above normal rainfall in the short term.  A long-term increase in precipitation is needed to bring about improvement in ground water levels.
