JOB DESCRIPTION:

This is professional services work of a supervisory nature involving the coordination, supervision, and administration of program services to adults with mental retardation or children with behavioral and developmental needs and their families in a region of the State.  Responsibilities include planning, organizing, and evaluating regional program needs and services; overseeing quality assurance for service delivery; participating in the development and negotiation of regional contracts; providing technical assistance and guidance to municipalities, community organizations, and providers; and developing, recommending, and implementing program policies, procedures, goals, and objectives.  Supervision is exercised over professional and clerical employees.  Work is performed under administrative direction.

MINIMUM REQUIREMENTS:

In order to qualify, you must have a Bachelor’s Degree in Special Education, Early Childhood, Social Work, Psychology or a related field and four (4) years professional experience in the field of mental retardation, childhood developmental disabilities, or a related human services field.  A Master’s Degree may be substituted for experience on a year-for-year basis.  Directly related professional experience may be substituted for education on a year-for-year basis.

GENERAL INFORMATION:

TYPICAL DUTIES in this job classification include:

• Reviews, evaluates, and examines samples of client records, plans, information, and related casework materials.
• Identifies priorities and organizes, designs, and implements training programs.
• Assigns, directs, and oversees work of caseworkers, and discusses performance and work related problems and issues.
• Identifies, recommends, and implements program policies, services, procedures, and objectives; and interprets protocols to the community, staff, and clients.
• Represents the region and Department on various committees, and serves as a liaison for regional operations.
• Presents informational conferences and workshops to clients, families, providers, agencies, and community resources.
• Reviews and analyzes staffing patterns, caseloads, budgets, program status and progress, target populations, and available resources.
• Reviews and determines consumer eligibility for services and reviews the basis for denials.
