About Us

The Municipal Code Enforcement Training Program has two primary functions:

  • Provide a program of specialized professional training to prepare individuals to work as municipal code officials, as well as provide continuing education courses.
  • Conduct examinations for state certification in the areas of land use, shoreland zoning, internal plumbing, external plumbing, and building standards.

In addition to the primary functions the program also provides technical consultation to municipal officials, developers, architects, engineers, contractors, and the general public.

Besides offering a top-notch training program and maintaining certification records, we also act as a "clearing-house" for important information and frequently speak on behalf of the profession. During each session of the Legislature program staff monitor the legislative process, testify at public hearings, and provide assistance for legislative studies.

Lana Clough, Program Coordinator - (207) 287-8056
Lana is responsible for overall management and supervision of the code enforcement training and certification program. She updates manuals, plans the training sessions, and administers exams. She is also available to provide technical assistance on general code enforcement issues to individuals, municipalities, and state agencies.

 

Rhonda Cartlidge, Office Associate - (207) 287-8934
Rhonda came to the State Planning Office in 2001 from the Department of Environmental Protection, where she worked in both the Bureau of Remediation & Waste Management and the Bureau of Land & Water Quality. Rhonda serves as the support staff for the the Code Enforcement Training and Certification Program as well as the Waste Management & Recycling Program and the Flood Plain Management Program.
