2nd Congressional District Primary Recount Update


AUGUSTA--The recount for the Republican Primary in the Second Congressional District continued today under the supervision of the Secretary of State's Office at the State Police Barracks in Augusta. Updated recount results as of 5:00 p.m. on June 27th are attached. These results include the county totals previously reported and municipal totals from today's recount of Androscoggin and Hancock Counties. The recount will continue until ballots from all 390 municipalities that comprise the Second Congressional District have been reviewed.

After three days of reviewing ballots from eight counties, the vote difference between the two candidates is currently 333, with Kevin Raye retaining his lead over Timothy Woodcock.

"As of this afternoon, the recount teams have reviewed over 20,000 ballots from 60% of the municipalities in the Second Congressional District," said Secretary Gwadosky. "The teams are continuing to count ballots from Aroostook County today, and will begin to review ballots tomorrow from Penobscot and Waldo Counties, the remaining two counties in the District."

Election night totals were as follows: Kevin L. Raye, 11,870; and Timothy C. Woodcock, 11,460. The recount was requested by Timothy Woodcock, the second place candidate. The candidates were separated on election night by a 410 vote margin.

All recounts are conducted in a secure State Police building on Hospital Street in Augusta. Recounts are public proceedings. Members of the public and media may attend to observe, as space allows. State law requires the State Police to collect the ballots for the recounts and keep them in the secured State Police facility until a recount has been completed. The ballots are stored in tamperproof metal containers and are closed with specially numbered security seals and locks.

In a recount, the representatives of each candidate and the staff of the Secretary of State manually review each ballot to determine the official vote tally. Recounts are requested based upon the unofficial initial results, sometimes called the apparent results.

In a primary election, if the recount produces enough disputed ballots to affect the election result, the Supreme Judicial Court must review the ballots and determine the outcome of the election. This procedure is set forth in Maine law.
