PROPOSED RULE NUMBER: 99-P107
CONCISE SUMMARY: Maine began a state funded Food Stamp program in September, 1998, for certain legal immigrants who could no longer receive Federally funded Food Stamps due to their alien status. Funding for this program was to end June 30, 1999. The funding is being continued and this rule removes the sunset clause.
THIS RULE WILL NOT HAVE A FISCAL IMPACT ON MUNICIPALITIES.

CONCISE SUMMARY: This rule updates needed services through Medicaid's Private Non-medical Institution Services rule. Changes in the proposed rule include a definition of equipment for reimbursement purposes, the required use of standard staff time studies, and a requirement that providers submit separate cost reports for each facility.

RULE TITLE OR SUBJECT: Ch. 4, Moose Hunting

CONCISE SUMMARY: The Department of Inland Fisheries and Wildlife has received a request from the Bureau of Parks and Lands to repeal the rule prohibiting moose hunting in the following areas: Allagash Wilderness Waterway (State-owned restricted zone, extending back approximately 500 feet from high water mark); Aroostook State Park, Presque Isle; Lily Bay State Park, Beaver Cove. The Bureau of Parks and Lands has adopted rules regarding hunting in state parks which apply to these areas (no hunting from May 1 through September 30) and the closures are no longer necessary for the moose hunting season which occurs in October.

CONCISE SUMMARY: The Department of Inland Fisheries and Wildlife has received a petition requesting an amendment to the statewide hunting season for bobcat. The current season for bobcat begins December 1 and continues through January 31. The petition requests that the season be changed to begin December 15 and continue through February 15.

RULE TITLE OR SUBJECT: Ch. 502, Adaptive Equipment Loan Program Fund Board (Amendment 1)
PROPOSED RULE NUMBER: 99-241
CONCISE SUMMARY: This Rule amendment implements a code of ethics for board members and employees of service contractors to the Board. Under the code Board members and certain relatives and affiliated entities thereof, will be ineligible for loans from the board and board members and employees of service contractors will be required to abstain from involvement in other matters in which they have a conflict.
