AGENCY: Department of Human Services, Bureau of Medical Services CHAPTER NUMBER AND TITLE: Principles of Reimbursement for Nursing Facilities ADOPTED RULE NUMBER: 97-167 CONCISE SUMMARY: The final rule revises the method for setting rates paid to nursing homes for services provided on or after 1/1/97, unless otherwise noted in the policy. Revisions include the following: as a result of the Task Force on Paperwork Reduction in Nursing Facilities, repetitive information within the Resident Assessment and Administrative Functions sections has been eliminated, as well as all references to the MDS+ have been changed to MDS, allowing for future HCFA changes to the MDS+ without policy revisions; language has been added that clarifies reimbursement for CON facilities; reimbursement principles for facilities that bank, decertify or delicense nursing facility beds, or convert nursing facility beds to residential care facility beds have been added; language has been added that includes a provision for reimbursement to facilities providing services as Community-Based Specialty Nursing Facilities; and the Gross Receipt Tax language has been removed.
