PURPOSE: To amend rule based on Commission's experience operating under the rule.
ANTICIPATED SCHEDULE: Summer 2007
AFFECTED PARTIES: All utilities.

CHAPTER 200: Reporting Requirements for Local Exchange Carriers STATUTORY AUTHORITY: 35-A M.R.S.A. 111,301,801-808
PURPOSE: To consider changes to utility reporting requirements for service interruptions.
ANTICIPATED SCHEDULE: Fall 2006 AFFECTED PARTIES: All telephone utilities providing local exchange service in the State of Maine.

CHAPTER 210: Uniform System of Accounts for Telephone Utilities
STATUTORY AUTHORITY: 35-A M.R.S.A. 107, 111, 112, 501, 502, 504, 505, 507
PURPOSE: To conform the rule to the nationally established Uniform System of Accounts and update Annual Report requirements.
ANTICIPATED SCHEDULE: Winter 2006
AFFECTED PARTIES: All telephone utilities.

CHAPTER 280: Provision of Competitive Telecommunications Services
STATUTORY AUTHORITY: 35-A M.R.S.A. 111, 2102, 7101-8
PURPOSE: To update provisions to conform to the governing statute and, should it be determined necessary, accommodate appropriate regulations regarding Voice-over-Internet-Protocol (VOIP).
ANTICIPATED SCHEDULE: Summer 2007
AFFECTED PARTIES: All telephone utilities that provide intrastate interexchange service in the State of Maine and their customers.

CHAPTER 285: Maine Telecommunications Education Access Fund
3TATUTORY AUTHORITY: 35-A M.R.S.A. 7104-B
PURPOSE: To amend rules to be consistent with statutory changes; to consider revisions to Advisory Board.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: Telecommunications carriers providing service in Maine.

CHAPTER 2XX: Minimum Standards for Eligible Telecommunication Carriers (ETCs)
STATUTORY AUTHORITY: 35-A M.R.S.A. 111, 301, 7101, 7104
PURPOSE: The rule will address the requirements that carriers seeking Eligible Telecommunication Carrier (ETC) must meet, including the components of basic service.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: All local exchange carriers and their customers and any other telecommunications company that is granted ETC status and their customers.

CHAPTER 2XX: Exemptions from Filing Tariffs for Certain Telephone Utilities STATUTORY AUTHORITY: 35-A M.R.S.A. 307-A
PURPOSE: Consideration of exemptions for telephone utilities from filing requirements under 35-A M.R.S.A. 304 and 307.
ANTICIPATED SCHEDULE: Fall2006
AFFECTED PARTIES: Some or all telephone utilities and their customers.

CHAPTER 301: Standard Offer Service
STATUTORY AUTHORITY: 35-A M.R.S.A. 111, 3212
PURPOSE: To consider changes to opt-out provisions.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: All transmission and distribution utilities, competitive electricity providers and their customers.

CHAPTER 3XX: Long Term Contracting/Resource Adequacy Planning
STATUTORY AUTHORITY: 35-A M.R.S.A. 3210-C, 3210-D
PURPOSE: To implement new statutory requirements.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: All transmission and distribution utilities, competitive electricity providers and their customers.

CHAPTER 420: Safety of Gas Transmission and Distribution Systems
STATUTORY AUTHORITY: 35-A M.R.S.A. 111, 4702
PURPOSE: To revise existing gas safety standards for natural gas, liquid natural gas, and propane to comply with federal requirements, as well as to establish new state requirements consistent with current recommended safety practices.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: Gas utilities and the general public.

CHAPTER 810 (currently 81): Residential Utility Service Standards for Credit and Collection :Programs
STATUTORY AUTHORITY: 35-A M.R.S.A. 111, 704
PURPOSE: To conform rules to be consistent with electric restructuring and with Commission experience in applying the rule.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: All utilities and their residential customers, except telephone utilities.

CHAPTER 860 (currently 86): Disconnection and Deposit Regulations for Nonresidential Utility Services
STATUTORY AUTHORITY: 35-A M.R.S.A. 111, 704, 705
PURPOSE: To conform rules to be consistent with electric restructuring and with Commission experience in applying the rule.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: All utilities and their non-residential customers, except telephone utilities.

CHAPTER 8XX: Requirements for Construction of Line Extensions
STATUTORY AUTHORITY: 35-A M.R.S.A. 104, 111, 314
PURPOSE: To institute a uniform policy for T&Ds and telephone utilities for the construction and maintenance of, and customer charges for, line extensions.
ANTICIPATED SCHEDLE: Summer 2007
AFFECTED PARTIES: Telephone and transmission and distribution utilities and their customers.

CHAPTER 323: Electronic Business Transactions Standards
STATUTORY BASIS: 35-A M.R.S.A. 111, 3202(1) and (2) and 3203(4)
PURPOSE OF RULE: To provide business processes and define electronic transactions necessary to support retail competition for electricity service.
PARTIES AFFECTED: Transmission and Distribution utilities and competitive electricity providers
PROPOSAL EXPECTED: February 2007
DECISION EXPECTED: No later than June 2007

CHAPTER 314: Statewide Low-Income Assistance Plan
STATUTORY BASIS: 35-A M.R.S.A. 104, 111 and 3214
PURPOSE OF AMENDMENT: Amend certain provisions of Chapter 314 to limit the amount of financial assistance a customer can receive through the oxygen pump program and to provide financial assistance to customers who use a ventilator. In addition, the modifications clarify how the reimbursement for the oxygen pump and ventilator program works.

PURPOSE: To require proper TTY recognition and processing through expanding training and practice and equipment checks. Implement a mandatory basic training course, set continuing education requirements and PSAP reporting of employment status of all call takers.
ANTICIPATED SCHEDULE: Winter 2007

CHAPTER 2: Network, Interconnection and Database Standards
STATUTORY AUTHORITY: Title 25 M.R.S.A. 2926, 2933
PURPOSE: To define E9-1-1 requirements for Local Exchange Carriers and Competitive Local Exchange Carriers in Maine.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: All LECs/CLECs operating in Maine.

CHAPTER XX: Wireless Standards
STATUTORY AUTHORITY: 25 M.R.S.A. 2926, 2933
PURPOSE: To add E9-1-1 wireless carrier requirements for pre-deployment, deployment, and post deployment activities.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: Wireless carriers operating in Maine

CHAPTER XX: Municipal and County Participation
STATUTORY AUTHORITY: 25 M.R.S.A. 2926
PURPOSE: To define municipal and county participation requirements as they relate to addressing, database development and maintenance, and map updates.
ANTICIPATED SCHEDULE: Winter 2007
AFFECTED PARTIES: Maine's municipalities and counties participating in the Enhanced 9-1-1.
