CHAPTER 35: Program Statement for Administering the 2007 Community Development Block Grant Program
STATUTORY AUTHORITY: 5 M.R.S.A. §13058, subsection 3
PURPOSE: The rule outlines the procedures by which DECD will administer the Community Development Block Grant Program and allows DECD to administer the federal grant funds in a timely and efficient manner.
ANTICIPATED SCHEDULE: Notice of proposed rule in August 2006, public hearings in September of 2006 and adoption in October 2006.
AFFECTED PARTIES: The beneficiaries are Maine's cities and towns (excluding Auburn, Bangor, Biddeford, Lewiston, South Portland and Portland) and primarily persons of low and moderate income.
CHAPTER 200: Maine Attraction Film Incentive Program
STATUATORY AUTHORITY: 5 M.R.S.A §13090-L
PURPOSE: This rule outlines the Maine Attraction Film Incentive Program, designed to encourage media production in Maine, specifically in film, television, video, and new media production. This program includes income tax and employment tax rebates. This rule allows DECD and MRS to jointly administer the tax credit.
ANTICIPATED SCHEDULE: Notice of proposed rule in February 2007, public comment in April 2007, Adoption in August 2007.
AFFECTED PARTIES: Film producers, television producers, video and new market producers
