MaineDOT is in process of adopting Minor Technical Amendments to Chapter
299, Highway Driveway and Entrance Rules which were directed by the
Legislature in the 121st session.)

TITLE: Highway Driveway and Entrance Rules,
STATUTORY OR OTHER BASIS: Major Substantive amendments as directed by
the 121st Legislature
PURPOSE OF THE RULE (AMENDMENTS): to correct language in current rule
that requires mitigation even when all rules are met and to address
concerns regarding sprawl inducement.
SCHEDULE FOR ADOPTION: Winter 2003-2004 with presentation to the 121st
Legislature (Emergency session) in later Winter.
LISTING OF AFFECTED PARTIES: Property owners with land frontage on mobility
arterials as defined by rule; Realtors, Developers, Environmental groups.
INFORMATION ON ANY PLANNED USE OF CONSENSUS-BASED RULE DEVELOPMENT:
The draft rule will be made available for public hearing and comment
before adoption and presentation to Legislature.

TITLE: Rule for Sensible Transportation Policy Act
STATUTORY OR OTHER BASIS: Major Substantive rule amendments as directed
by the 121st Legislature in LD 463.
PURPOSE OF THE RULE: to create a linkage between the transportation
planning processes required in Sensible Transportation Policy Act with
the land use planning processes outlined in the Comprehensive Planning
and Land Use Regulation Act
SCHEDULE FOR ADOPTION: Adoption in mid-winter 2004

NUMBER: 300
TITLE: Rules and Regulations for the Use of the Interstate Highway System
(Amendment)
STATUTORY AUTHORITY: 23 MRSA § 52
PURPOSE: The Maine Turnpike Authority is promulgating a rule restricting
certain vehicles to the two farthest right-hand lanes on that portion
of the Turnpike south of Mile Marker 44 in Scarborough. The Maine Department
of Transportation has administrative and maintenance responsibility
for a short section of I-95 from the Maine-New Hampshire border to the
southerly terminus of the Maine Turnpike. The Department is proposing
to amend its rules to maintain consistency on the entire stretch of
I-95 from the Maine-New Hampshire border to Mile Marker 44 of the Maine
Turnpike in Scarborough.
ANTICIPATED SCHEDULE: Adoption late 2003; effective Spring of 2004
AFFECTED PARTIES: Interstate users, truck owners/operators
