EXPECTED
RULE-MAKING ACTIVITY:
The
Maine Rural Development Authority is a new independent agency that will
be developing rules in the next year. DECD will be staffing the Authority
until it is up and running.
CHAPTER:
Administration of the Maine Rural Development Authority
STATUTORY AUTHORITY: Title 5, §13120
PURPOSE: To develop the by-laws that the Board of Trustees and the Authority
will operate under.
ANTICIPATED SCHEDULE: January 2003
AFFECTED PARTIES: Municipalities, Economic Development Organizations,
Community Development Organizations.
CHAPTER:
Community Industrial Building Program
STATUTORY AUTHORITY: Title 5 §13120
PURPOSE: The rule will define the Community Industrial Building Program,
including application process and procedures, eligible applicants, and
eligible projects. The Program is currently defined in rule under the
Department of Economic and Community Development, Chapter 19-498-10.
ANTICIPATED SCHEDULE: Rules are major substantive, final adoption will
be in the Spring of 2003.
AFFECTED PARTIES: Municipalities, Local Development Corporations, Businesses,
Economic Development Organizations.
CHAPTER:
Commercial Facilities Development Program
STATUTORY AUTHORITY: Title 5 §13120
PURPOSE: To establish the Commercial Facilities Development Program,
including acquisition and redevelopment of facilities, municipal participation,
and guidelines for use of exceptions to municipal participation.
ANTICIPATED SCHEDULE: Spring 2003
AFFECTED PARTIES: Municipalities, Local Development Corporations, Businesses,
Economic Development Organizations.
