forest products, aggregates, hot bituminous pavement and cement, State
Police, Secretary of State.
INFORMATION ON ANY PLANNED USE OF CONSENSUS-BASED RULE DEVELOPMENT:
Statute requires formation of a joint industry/government -advisory
committee. Various meetings and data gathering activities ongoing.

TITLE: Highway Driveway & Entrance Rules. (Minor revisions only)
STATUTORY BASIS: 23 M.R.S.A. § 704.
SCHEDULE FOR ADOPTION: Late 2002, early 2003.
LISTING OF AFFECTED PARTIES: Persons desiring public or private driveways
or entrances on state or state aid highways outside of urban compact
areas, or those changing the use of said driveways or entrances.
INFORMATION ON ANY PLANNED USE OF CONSENSUS-BASED RULE DEVELOPMENT:
As with the promulgation of the original rule, those revisions will
include communication and comment with interested parties such as realtors
and developers.

TITLE: Transit Bonus Payment Program Rules
STATUTORY AUTHORITY: 23 M.R.S.A. § 4206 (5),23 M.R.S.A. §
1807
PURPOSE: To support towns in providing public transportation in order
to avoid highway construction costs, reduce highway congestion, and
increase safety. This rule provides bonus payments to municipalities
in the Urban Rural Initiative Program for the purposes stated within
that Program in recognition of increased municipal support for mass
transit of at least 3 day/week service, seasonal or year round. These
payments cannot exceed 1% of the Highway budget.
ANTICIPATED SCHEDULE: Spring 2003
AFFECTED PARTIES: All municipalities and other public entities eligible
to receive funds under the Urban-Rural Initiative Program.
