Chapter 1:
Municipal and State Tax Increment Financing Rule
STATUTORY AUTHORITY: 30-A MRSA §5253E
PURPOSE: The municipal and state tax increment finance programs, consistent
with Chapter 207 of Title 30-A of the Maine Revised Statutes, are designed
to assist municipalities in encouraging industrial, commercial, or retail
development, increasing employment opportunities, and broadening tax
bases. This chapter sets forth the provisions by which a municipality
may utilize these programs, and describes application requirements,
state review procedures, state designation procedures, the calculation
of state tax increment, annual reporting requirements, and local program
administration.

Chapter 400:
Employment Tax Increment Financing
STATUTORY AUTHORITY: 36 MRSA §6759
PURPOSE: The Employment Tax Increment Financing program is designed
to encourage the creation of net new quality jobs in this State, improve
and broaden the tax base and improve the general economy of the State.
Consistent with the Maine Employment Tax Increment Financing Act, 36
MRSA §§6751-6761, this chapter sets forth the provisions by which a
business may utilize this program, and describes application requirements,
state review procedures, state designation procedures, the calculation
of employment tax increment, annual reporting requirements, and program
administration.
ANTICIPATED SCHEDULE: Winter of 2002.
AFFECTED PARTIES: Companies using or eligible for ETIF, State Agencies,
Economic Development Consultants.

CHAPTER 31:
Program Statement for Administering the 2003 Community Development Block
Grant Program
STATUTORY AUTHORITY: 5 M.R.S.A. §13058, subsection 3
PURPOSE: The rule outlines the procedures by which DECD will allocate
federal CDBG funds in accordance with the U.S. Department of Housing
and Urban Development regulations and to design methods of distribution
of funds.
ANTICIPATED SCHEDULE: Notice of proposed rule in August 2002, public
hearings in September of 2002 and adoption in October 2002.
AFFECTED PARTIES: The beneficiaries are Maine's cities and towns, counties
(excluding Auburn, Bangor, Lewiston and Portland) and persons of low
and moderate income.
