PURPOSE: The Board intends to review and revise its rules to ensure clarity and conformity with the enabling statute by clarifying the guidelines relating to meetings, advisory rulings, and maintenance of records.

CHAPTER 2: Complaints, Investigations and Adjudicatory Hearings
STATUTORY AUTHORITY: 32 M.R.S.A. 3403-A
PURPOSE: The Board intends to review and revise its rules to ensure clarity and conformity with the enabling statute by clarifying the procedure by which complaints and adjudicatory hearings will be handled by the Board.
ANTICIPATED SCHEDULE: Prior to July, 2002.

CONSENSUS-BASED RULE DEVELOPMENT: Not contemplated.

CHAPTER 3: Licensing Requirements
STATUTORY AUTHORITY: 32 M.R.S.A. 3403-A
PURPOSE: The Board intends to review and revise its rules to ensure clarity and conformity with the enabling statute by clarifying the requirements for licensure as a Trainee Plumber, Journeyman Plumber, and Master Plumber.
ANTICIPATED SCHEDULE: Prior to July, 2002.
AFFECTED PARTIES: Licensees and the general public.
CONSENSUS-BASED RULE DEVELOPMENT: Not contemplated.

CHAPTER 4: Installation Standards
STATUTORY AUTHORITY: 32 M.R.S.A. 3403-A
PURPOSE: The Board intends to review and revise its rules to ensure clarity and conformity with the enabling statute by adopting standards for plumbing installations in the State of Maine.
ANTICIPATED SCHEDULE: Prior to July, 2002.

CONSENSUS-BASED RULE DEVELOPMENT: Not contemplated.

CHAPTER 5: Examination Requirements

PURPOSE: The Board intends to review and revise its rules to ensure clarity and conformity with the enabling statute by setting forth specific information pertaining to the examination.

CHAPTER 6: Reciprocity

PURPOSE: The Board intends to review and revise its rules to ensure clarity and conformity with the enabling statute by clarifying the procedures for qualifying for licensure by reciprocity.

CHAPTER 7: Fees

PURPOSE: The Board intends to repeal this chapter from their rules since rulemaking authority to set fees, subject to statutory fee caps established by the Legislature, is the responsibility of the Office of Licensing and Registration.

CHAPTER 8: Conflict of Interest

PURPOSE: The Board intends to review and revise its rules to ensure clarity and conformity with the enabling statute by clarifying Conflict of Interest Policy which sets the professional standards for Plumbers' Examining Board members.
