CHAPTER (New): Travel on State and State Aid Highways
STATUTORY AUTHORITY: 23 MRSA § 52; 30-A MRSA § 3009
PURPOSE: This chapter is being added to affirm the basic right of all
highway users to travel on all State and State Aid highways in Maine.

Rules and Regulations
STATUTORY AUTHORITY: 38 M.R.S.A. § 90
PURPOSE: The Agency's rules are being updated to be consistent with
statutory changes made in 1998 and 1999 and to address changes in maritime
shipping activity within Maine coastal waters. The rules will clarify
the Commission's jurisdiction in establishing requirements for the testing,
training, licensing, relicensing, conduct and discipline of marine pilots
engaged in ship handling within the coastal and navigable waters of
the State of Maine as designated in 38 M.R.S.A. § 86-A.
