State Plan

The Help America Vote Act of 2002 (HAVA) provides states with an unprecedented level of federal resources to meet the new federal requirements and to make substantial election infrastructure improvements and technological advances. To receive these resources, section 254 of HAVA required each state to develop a State Plan outlining its approach to implementing HAVA.

In 2003, the Secretary of State and the State Plan Advisory Committee submitted the State of Maine Preliminary State Plan for the Implementation of the Help America Vote Act of 2002. Public Comments on the Preliminary State Plan were accepted from Friday, June 13, 2003 through Monday, July 14, 2003. The Secretary of State and the State Plan Advisory Committee took the comments into consideration in preparing the plan submitted to the federal government. However, the Secretary of State and committee members welcome additional feedback regarding this plan and Maine's effort to implement the reforms required by HAVA.
