The Maine Motor Carrier Review Board met on September 20, 2007.

The following Board members were present: Mark Hutchins, Chair; Alan Quinlan; Ronald Hutchins; George Parke; Bruce Gray; Dale Hanington; and Steve Izer.

Review of “A” Carriers:

Truck Connections International Inc – USDOT Number 856846

Truck Connections International Inc (there is discrepancy between MCMIS and the carrier’s supplement regarding legal name), dba All Pro Logistics Inc. of Lansing, Illinois is a for-hire carrier providing drive away/hiker service, operating 180 [481 from supplement] power units and 200 [35 from supplement] drivers. This is the carrier’s first full review following a preliminary review in June 2007.

During the review period (01/01/2006 to 12/31/2006), the carrier had 9 violations (3 serious) for a total of 30.3 points, including 3 operating without duty status log, 1 inadequate brakes, 1 operating without medical certificate, 2 operating without operating authority license, and 2 operation without ID device. The carrier reported 120,050 miles (from the supplement) resulting in a RSR of 25.2.

The carrier had two additional violations after the review period, both for operation without ID device.

Raymond Moody – General Manager was here to represent this company. Mr. Moody spoke of the steps Truck Connections has taken to improve safety. He explained the company as well as the independent contractors that are hired takes equal responsibility to inspect the vehicles. He also stated that all the trucks used in the State of Maine are Penske truck leasing trucks that are used by Truck Connections. He also stated that this company relies heavily on the MCMIS reports to improve safety. He also stated that Truck Connections is taking more responsibility on improving driver log book violations. They have implemented log book rules for the drivers that are hired. He also stated that Truck Connections has established a drug testing program for drivers. He also stated that He went into detail the business that Truck Connections has across the country. He also stated that his company drives many types of vehicles and has established a driving test program to make drivers aware of different rules that would apply to them depending on the type of vehicle they are driving. Mr. Moody also stated the importance of placarding the trucks with Truck Connections information (MC numbers, USDOT number). Mr. Moody also explained the importance that Truck Connections places on drivers to report defects/ violations that they may receive while on the road. Mr. Moody explained of the road side assistance in which if a truck cannot run the driver can dispatch the roadside assistant to come fix his truck.

DJT’s Trucking – USDOT Number 519964

This is the carrier’s first full review. The carrier had a preliminary review in March 2007 and was issued a Warning Letter. The carrier had a follow up review in June 2007, and was scheduled for a full review in September 2007 after failing to respond to the Board’s request for information. The carrier has since returned the requested Supplemental Information.

Dale Manuel was contacted via phone. He explained the violations that he received in Maine. He explained what he has done to correct the problem. He also explained that he does not travel in Maine as much as he used to. He also stated that he does his maintenance to his trucks in house.

Smokey’s Greater Shows - USDOT 257476

F. David Walker – lawyer, Jeanette Gilmore – CEO/owner, Joseph Tyler – mechanic were here to represent for this company. They explained of the steps they take to repair vehicles/trailers before they are put on the road. Mrs. Gilmore explained that the larger amusement rides are contracted drivers who have their own trucks to haul this equipment. They spoke of specific violations they had received and what actions they have taken to resolve these issues. Mr. Tyler spoke of the inspections he performs on the trailers and what he does to correct defective equipment. Mr. Tyler also spoke that he does hold on to inspection reports that he performs on all vehicles for the time required by DOT.

Consolidated Lumber Transport Inc – USDOT Number 994802
RSR 172.6; Continuance to December 19, 2007 granted prior to meeting.

Consolidated Lumber Transport Inc, of Palmer, Massachusetts is a for-hire carrier of general freight, household goods, metal, motor vehicles, logs, building materials, machinery, and paper products, operating 408 power units and 408 drivers. This is the carrier’s first full review after a preliminary review in June 2007.

Francois Levesque & John Lajoie were here to represent this company. They spoke of reorganizing the safety & maintenance programs of this company. Mr. Lajoie was hired to do improve safety. They explained that all trucks do not leave Rossignol transport lot without the proper paperwork in the vehicles. They do all maintenance and safety inspections inside their facility. They also said that the miles in Maine have been limited the last several months. Drivers that have not been following the rules have been terminated.
