Sir –

Your letter of the 17th Ult. was received yesterday and the suggestions noticed. In reply I would say that I made the request sometime since and have been expecting the commissions &c.
But I will report.

Co. A. It would be desirable to have Lieut. Rich & Coates promoted and Sergeant Howe promoted to Lieutenant.
Co. F. I should like to have Cyrus E. Knight appointed 1st Lieutenant.
Co. G. Lieut. Pierce & Pattee should be promoted and 1st Sergeant Lester Dwinel appointed 2nd Lieut.
Co. K is now at Fort Pickens and I don’t know particularly how they are succeeding.

My impression is that Lieut. Morey had better resign and return to his former occupation. His habits are not what they should be for an officer.

In the event that Lieut. J.B. Nickels should be promoted I would recommend that Lieut. H.G. Prescott be promoted and that Sergeant Thomas H. Wentworth be appointed 2nd. Lieut. He is a very fine man and will make a superior officer.

I do not desire to have John C. Cobb promoted under any circumstances. I am informed that he is trying to obtain a Captain’s commission. If so, I desire that he may not succeed.

The flag sent us was presented to us by General Dyer accompanied by an appropriate speech. I think the Fifteenth Reg’t will redeem itself and take a respectable stand in the world.
