CENDI.  "Digital Preservation and Permanent Access to Scientific Information: The State of the Practice." INDIANA UNIVERSITY. Several reports from the Indiana University Electronic Records Project, Phase II, 2000-2002 will be helpful. The following appear to have relevance for developing metadata specifications:

BANTIN, PHILLIP. “Recordkeeping Metadata Specifications - Evolution of the IU List of Specifications.”

"Metadata Unique to Classes and Files of Records.” April 19, 2002. Indiana University Electronic Records Project, Phase II, 2000-2002.

MOORE, REAGAN W.  The San Diego Project: Persistent Objects. Proceedings of the Workshop on XML as a Preservation Language, Urbino, Italy, October 2002. The paper discusses the application of digital grid technologies to the preservation of digital archival objects. It should be considered, along with other resources, to inform the project about strategies beyond relying on current GIS standards.

MOORE, REAGAN W., ET AL.  Collection-Based Persistent Digital Archives. D-Lib Magazine. March/April 2000. Volume 6 Numbers 3 and 4. This discussion of the use of XML strategies to manage digital collections will inform the project staff about the options for, and requirements of, a “persistent digital archives.”

NARA.  National Archives and Records Administration's FGDC Annual Report to OMB for FY2000 and part of FY 2001 provides a brief summary of its treatment of spatial data and the standards required to transfer data to NARA.  Electronic Records Archives Requirements Document will provide a useful guide to the details that should be considered in achieving the overall objectives of the project.

PARES.  The Inter PARES report of October 2001 provides detailed guidance in several appendixes, especially Appraisal of Electronic Records: A Review of the Literature in English, and How to Preserve Electronic Records.
