FRAZIER, MICHAEL L.
License Number: RT40003616
License Type: Radiologic Technologist
Complaint Number: 2003-RAD-8
Disposition: Decision and Order dated 4/1/06
Summary: Licensee, an Oregon resident, was working at a Maine hospital
on a short-term basis to provide temporary radiologic services due to
periodic shortages of staff in the radiology department. One afternoon
licensee failed to appear for a scheduled work shift without notice
to anyone at the hospital. Licensee's supervisor then went to the licensee's
apartment which was owned and furnished by the hospital in order to
investigate the situation She discovered that licensee had vacated the
premises and apparently had removed some of the linens and furnishings,
including the television and VCR. Licensee never contacted the hospital
thereafter to explain his actions.
Licensee's unannounced absence from work had an adverse impact on both
the patients and small staff at the hospital. For example, some patients
were rescheduled for x-rays and other tests were postponed. The radiology
staff, already shorthanded, suffered morale problems since several were
forced to work overtime for a period of six weeks until a replacement
for the licensee was hired. The board reprimanded licensee, fined licensee
$3000, and ordered licensee to pay $300 hearing costs. The board noted
that if licensee had possessed an active license at the time of hearing,
that license would have been revoked by the board. The board strongly
discouraged licensee from reapplying for licensure.
