A motion was made by Scott Hutcherson to allow board staff to review and approve applications from graduates of CACREP approved mental health counseling programs; review and approve LCPC upgrades; and review and approve supervisor approvals. The motion was seconded by Karen St. Clair.%Vote: 6 in favor%%A motion was made by Scott Hutcherson to amend the August 27, 2007 minutes regarding complaint #2006-COU-3023. The minutes should reflect that the Board determined that there was sufficient evidence of a violation with respect to the recordkeeping violation and voted to offer the licensee a consent agreement on that issue with the following terms: admission to the recordkeeping violation; a formal reprimand; and completion of a 6 hour preapproved course within 6 months regarding the maintenance of clinical records. The Board also voted to issue a letter of guidance with respect to the issue of clinical objectivity if the Consent Agreement is accepted. If the Consent agreement is not accepted, both issues may be addressed at an adjudicatory hearing. Cynthia Woodard seconded the motion.%Vote: 5 in favor (1 recused – Thomas Earley)

1. CEU Audit Review%%Merica Tripp presented the ceu audit information.%%A motion was made by Thomas Early to accept the continuing education audits approved by board staff. Scott Hutcherson seconded the motion.%%Vote: 5 in favor%%A motion was made by Thomas Earley to accept NBCC approved courses as acceptable formal home study. Reid Stevens seconded the motion.%%Vote: 5 in favor%%A motion was made by Cynthia Woodard to accept the continuing education audits denied by board staff and file a complaint against each licensee that failed the audit. The motion was seconded by Karen St. Clair.%%Vote: 5 in favor

CEU Audit Review%%A motion was made by Karen St. Clair and seconded by Cynthia Woodard to accept the approved audits.%%Vote: 6 in favor%%A motion was made by Karen St. Clair and seconded by Thomas Earley to allow staff to proceed with initiating complaints on the failed audits and for those who did not respond.%%Vote: 6 in favor%%2. Administrator’s Report%%Penny Vaillancourt presented the Board with two significant legislative changes to the board’s statute as outlined in Public Law Chapter 621. Specifically, the changes are board membership and the sunset provisions to the Registered Counselor category.%%Penny Vaillancourt also provided the board with a licensing and financial update.%%3.Draft Rules Review – Jeff Frankel, OLR Staff Attorney%%The board reviewed and discussed the draft proposed rules and will continue their review and discussion at their next scheduled meeting.
