Charitable Organization

"Charitable Organization" means any person or entity licensed by the Department of Professional and Financial Regulation that is, or holds itself out to be, organized or operated for any charitable purpose and solicits, accepts, or obtains contributions from the public for any charitable purpose. A chapter, branch, area office, or similar affiliate, or any person soliciting contributions for any charitable purpose within the State for a charitable organization, and having its principal place of business outside the State is considered a Charitable Organization for the purposes of this Act. Unless specifically exempted, an entity is required to become licensed in order to solicit contributions in the State of Maine (reference 9 MRSA, Chapter 385, §5006 "Exemptions from license requirements" and §5003[1] "Definitions").

Charitable Organizations may submit either the Maine-specific application or the Unified Registration Statement (“URS”).  If the URS is used, then the first page of the Maine-specific application should be attached to the front, and the information contained in the second page, noted. As with the Maine-specific application, the signature on the URS should be notarized.

Unified Registration Statement form

What is the Unified Registration Statement?

The Unified Registration Statement (URS) represents an effort to streamline the collection of information and data by states that require licensure/registration of nonprofit organizations performing charitable solicitations within their jurisdictions. The National Association of State Charity Officials and the National Association of Attorneys General together have established the Standardized Reporting Project to facilitate and simplify compliance with each state's solicitation laws.

Annual Fundraising Activity Report

  • Due annually, no later than September 30th.
  • May be filed separately from the renewal application, which is due on November 30th, or together with the application on September 30th.

Renewal fees and information

Fees
  • Annual renewal fee is $25.
Terms
  • Renews annually on November 30th.
Requirements
  • Check or Credit Card Authorization;
  • Completed Application;
  • List of directors/officers; and
  • A copy of the most recently-audited financial statement and IRS Form 990.
  • Renewal applications received or completed after November 30 and before March 1 are subject to a late fee of $50.
