STATE OF MAINE
The Superintendent is in receipt of an application to intervene of Central Maine Partners Health Plan (CMPHP). The application seeks intervention on the basis that CMPHP is owned by Blue Cross Blue Shield of Maine and Central Maine Healthcare Corporation, each holding 50% ownership. The acquisition of Anthem BCBSME of Blue Cross 50% holding would affect the governance of CMPHP. Further, a change in the partners could impact the contractual relationship between CMPHP and Blue Cross under which Blue Cross provides administrative managerial services to CMPHP. Lastly, the application pending before the Superintendent contemplates a change in CMPHPs corporate purposes such that CMPHP would no longer be a health insurance affiliate. Given the direct and substantial interest of CMPHP in Anthems proposed acquisition of the assets of Blue Cross, CMPHPs request to intervene is hereby GRANTED. Within seven days of the date of this Order, CMPHP shall notify the Superintendent and all parties in writing as to the extent to which it expects, at this time, to engage in discovery. If CMPHP expects to engage in discovery, it must, at the same time, make a proposal for the coordination of its discovery with that of other intervenors. PER ORDER OF THE SUPERINTENDENT
