Maine Medical Association ("MMA") hereby submits this statement pursuant to the Superintendents Order of February 23, 2000 requiring the parties to provide a list of witnesses and brief summaries of anticipated testimony. Box 390 Manchester, Maine 04351 Margaret Roy, Executive Director Sacopee Valley Health Center 70 Main Street Porter, Maine 04047 William Diggins Maine Health Alliance 12 Stillwater Avenue, Suite C Bangor, Maine 04401 Richard Sigmond Temple University 2912 Carelton House 1801 JFK Boulevard Philadelphia, Pennsylvania 19103 One or more of these prospective witnesses will testify concerning the favorable experience of physician providers who have contracted with BCBSME; the importance and benefits of maintaining state-based, locally-controlled, non-profit health plans; information made available concerning Anthems practices in other states in negotiating and contracting with providers in other states; physician concerns that Anthem will attempt to require, or require, physicians to accept certain designated contract provisions if the providers want to contract with Anthem to provide services to Anthem BCBSME enrollees; the inclusion in provider contracts of "all products" provisions, "most favored customer" provisions and risk sharing provisions that will transfer downstream to providers "substantial risk" or the risk of covering a substantial portion of the cost; utilization and medical policy determination and management; physician concerns that Anthem will not provide appropriate and adequate systems and management support required for successful management of the transferred risk and that without such support physicians will not be able to continue to provide services required by enrollee patients; and the organization and integration of "Anthem East." Witnesses: Georgia Tuttle, M.D. Past President New Hampshire Medical Society 7 North State Street Concord, New Hampshire 03301 Dr. Tuttle is expected to testify about the experience and concerns of physicians in New Hampshire, before and after the closing of the Anthem acquisition of BCBSNH, about the acquisition of BCBSNH by Anthem. Witness: Roland D. Paegle, M.D. 804 Quarry Road Marion, Indiana 46952 Dr. Paegle is expected to provide testimony concerning physician experiences with Anthem operations in Indiana and the establishment of an Oversight Committee to review the actions of Anthem in Indiana.
