Now comes Consumers for Affordable Health Care Coalition (CAHC), by and through their attorneys and representatives, pursuant to order of the Superintendent dated February 23, 2000, identifying witnesses and providing a brief summary of testimony likely to be offered:

Designation of Witnesses

Norbert Goldfield, M.D., Medical Director for 3 M Health Information Systems, former Associate National Medical Director for CIGNA Health Plans, Inc.

CAHC anticipates that Dr. Goldfield will offer prefiled testimony regarding quality assurance and improvement programs employed by Blue Cross and Blue Shield of Maine and Anthem Insurance Companies, Inc. The topics his testimony will most likely cover include utilization review criteria, clinical peer review process and procedures, case management policies and procedures, complaint ratios, and exclusionary coverage policies. Dr. Goldfield will likely review the health and public policy issues of concern arising from various practices and policies.

Dr. Goldfield may also testify to issues raised by the certificate of authority filing.

Attached is a biography and curricula vitae including Dr. Goldfield’s work experience, education, and publications and research.

Dr. Robert A. Strong, CFA, Professor of Finance, University of Maine at Orono, Visiting Professor of Finance, Harvard University

CAHC anticipates that Dr. Strong will offer pre-filed testimony regarding the valuation of Blue Cross and Blue Shield of Maine, the asset purchase agreement and issues arising therefrom, and the bidding and valuation processes.

Attached is Dr. Strong’s curricula vitae including work experience, education, publications including books and articles, and a biography.

Lawrence Orlowski, MBA in Finance, Research Analyst, Eagle Growth Investors, New York, NY

CAHC anticipates that Mr. Orlowski will offer pre-filed testimony regarding the valuation of Blue Cross and Blue Shield of Maine, and market conditions and trends.
