CENTRAL MAINE HEALTHCARE CORPORATION'S

DESIGNATION OF ISSUES

Pursuant to the Superintendent's Order of February 23, 2000, Central Maine Healthcare Corporation ("CMHC"), an intervenor as of right by order dated November 12, 1999, hereby submits its Designation of Issues.

A. The Notice of Hearing dated November 5, 1999 sets forth 26 questions to be considered by the Superintendent under the applicable statutory standard of review. CMHC has identified three on which it may offer testimony and positions, specifically those numbered (4), (8) and (9).

B. As stated in its Application to Intervene, CMHC's principal interest in this proceeding derives from its 50% ownership interest, along with Blue Cross and Blue Shield of Maine ("BCBSME"), in Central Maine Partners Health Plan, Inc. ("CMPHP"). CMHC is prepared to offer testimony on the impact of a change of ownership of BCBSME on CMHC's interest in CMPHP, as well as on what CMHC believes is in the best interests of CMPHP, CMPHP's enrollees, and employers in CMPHP's service area.
