This Service provides licensing for out of state manufacturers of malt liquor, wine and spirits.

For manufacturers, suppliers, or vendors of record of spirits, this online service allows:

  • Out of state manufacturers, suppliers, or vendors of record of spirits to file a new application to become licensed as a Certificate of Approval in Maine and complete other licensing requirements as noted below for a renewal of a license.
    • For an initial application, the manufacturer, supplier or vendor of record must provide in addition to information about the applicant, its most current rolling 52 week depletions from the warehouse used by the Bureau of all products supplied to the Bureau by the applicant in liters and 9 liter cases. The applicant must provide the dates of the rolling 52 week period.
    • For a renewal of its license, the COA must provide in addition to other information about the license holder, its depletions from the warehouse used by the Bureau of all products supplied to the Bureau by the COA in liters and 9 liter cases for Bureau's most recent fiscal year that ended on June 30th.

For manufacturers of malt liquor and wine, this online service allows:

  • Out of state manufacturers to file a new application to become licensed as a Certificate of Approval in Maine and complete other licensing requirements as noted below for a renewal of a license.
  • Out of state manufacturers of malt liquor and wine (Certificate of Approval - COA) to renew their license as well as:
    • Renew or add new brands and register the subsequent product labels of the brand(s)
    • Assign territories for its new brand(s) to licensed Maine wholesalers as part of the brand and label registration process
    • Submit a Price Posting of your brand(s)
  • In state manufacturers of beer and wine to:
    • Renew or add new brands and register the subsequent product labels of the brand(s)
    • Assign territories for its new brand(s) to licensed Maine wholesalers as part of the brand and label registration process or indicate that they self-distribute
    • Submit a Price Posting of your brand(s)

Please note:
For manufacturers/supplier of malt liquor or wine, the brand and label registration is available at any time to manage your products, but the renewal of your COA license only needs to be completed when your license is up for renewal which can be no more than 60 days prior to your expiration date.

For manufacturers/suppliers of spirits, a license renewal can be done no more than 60 days prior to your expiration date, but keep in mind, that for renewals, the most recent ended fiscal year of the Bureau depletion data must be reported.

This service is provided by a third party working in partnership with the State of Maine, Bureau of Alcoholic Beverages and Lottery Operations. The total amount you pay includes funds to develop, maintain and enhance the State's official web portal, Maine.gov, and Maine.gov online services like this one.
