Oversight and management of all HR programs for five natural resource agencies, to include contract negotiations for all agencies; policy development and implementation; state-wide labor/management committees; coordination of labor relations matters to include representing agencies at grievances, conducting, assisting, and advising agencies with administrative investigations, responding to MHRC concerns; responding to FOAA requests as required; assist agencies and NRSC staff with personal services budget development; monitoring legislation relating to employment; oversight, coordination, and management of workers compensation, payroll and employee benefits, classification/compensation; ensure compliance with state and federal employment laws. EEO/AA and training coordinator for the Natural Resource Service Center, as well as providing overall direction in EEO/AA and training programs for agencies served by the NRSC.

Reports to the Director of Human Resources, NRSC, provides administrative assistance of a complex nature for the Natural Resources Service Center, with primary responsibility to HR Division of the center. This position is the point of contact and coordinator for all administrative support activities for the Center.

Primary contact for the above referenced agencies, coordinating activities, and providing assistance to agencies relative to professional and complex HR matters, to include conducting and assisting with agency investigations, grievance processing, employee performance matters, contract interpretation, training, classification/compensation and position needs, in conjunction with other NRSC HR staff assigned to process these functions. The position serves as agency coordinator for AA/EEO issues, as well as coordinator for HR training programs for these agencies.

Working closely with NRSC HR Staff, the position is responsible for coordinating and processing of all requests for new positions, reclassifications and other classification changes, position management and reporting; , assisting with costing out positions for budget preparation and reclassifications; coordinate and manage FTE reports, Family Medical Leaves, Voluntary Cost Savings Program, Government Intern Program; maintaining seniority lists for all agencies, and developing and updating agency organizational charts.
