Legislation Related to Information Technology
Each year, the Bureau of Information Services tracks proposed
legislation that potentially impacts the Bureau and customers. Below is a partial list of
proposed and enacted legislation that I thought would interest readers. Certainly this

ELECTRONIC GOVERNMENT
2176 Resolve, to Require Certain Reports Concerning the Use of Automated Telephone
Answering Equipment by State Government
Signed by the Governor 3/14/2000, Chapter 90 Resolve
Requires the Commissioner of the Department of Administrative and Financial Services to
design and implement a policy regarding the use of automated phones. It also requires a
final report to the Joint Standing Committee on State and Local Government by January 19,
2001. The original bill required agencies to have live operators answer all calls.
2514 An act to establish the Maine Coordinate System of 2000
Signed by the Governor 04/13/2000, Chapter 689 Public Law
Makes the definition of coordinates comply with federal system. It assists both the
definition of private property lines and site locators used by the States Geographic
Information System.
2557 An Act to Implement the Recommendations of the Blue Ribbon Commission to
Establish a Comprehensive Internet Policy

Requires government agencies to accept credit card payments and allows State agencies
to conduct business electronically.
OTHER GOVERNMENT
1933 An Act to Promote Sharing of Information Between Schools and Criminal Justice
Agencies
Signed by the Governor 3/30/2000, Pubic Law Chapter 595
Allows school districts to share records with criminal justice agencies on
preadjudicated students. The records are protected by confidentiality rules.
2087 An Act to Establish the Public Resources and Information for Maine Foundation
Committee reported out 3/30 OTP as amended

Establishes a private foundation to help disseminate information about, and increase
citizen understanding of government.
2268 An Act to Ensure that Reports Commissioned by the State are Submitted in
Writing or Other Reproducible Format
Signed by the Governor 4/6/2000, Public Law 623
Requires consultant and other contract reports commissioned by the State be accessible
to the public.
2640 An act to amend the program evaluation report contents of the state government
evaluation act

2624 Resolve, to Improve the Services Provided by the Emergency Services
Communication Bureau

Requires the Department of Public Safety to evaluate and make plans regarding the
States 911 system.

533 An Act Concerning State Government Competition with Private Enterprise

Establishes an advisory committee to review complaints of unfair competitive practices
by State agencies.
2072 An Act to Clarify the Admissibility of Electronic Records and Signatures
Passed House and Senate 4/7
Provides for the validity and admissibility into evidence in a legal proceeding of
electronic records and also allows for an electronic signature to have the same legal
force and effect as a manual signature
