The
Small Business Innovation Research (SBIR) program
was created in 1982 by Congress to increase the
participation of small high-technology firms in
federal R&D efforts. Each participating federal
agency is required to set aside 2.5 percent of
its extramural R&D budget to support mission-related
work in small businesses.
