Northeastern Maine Library District Council Bylaws
ARTICLE I: NAME
The name of this organization shall be the Northeastern Maine Library District Council.
ARTICE II: PURPOSE
The purpose of the District Council shall be to:
- Serve as the communications forum and policy-making body of the District, which purpose shall in no way diminish the power of local library boards.
- Develop, implement, and review a comprehensive District plan.
- Encourage cooperative activity among all types of libraries and media centers through an ongoing program of services.
- Advise on the service performance of the ARRC and the District Consultant.
ARTICLE III : MEMBERSHIP
Section 1. There shall be two categories of membership: general and representative.
- A representative member shall be the authorized representative of each member
library, school system, or institution. Representative members may be lay people, trustees, or librarians.
- Each representative shall be eligible to cast one vote in council business and may serve on the Executive Board.
- Each term of office shall be two years, commencing in even-numbered years. Representatives may be reappointed by their local board or other authorized body or individual. In case of vacancy, the appointing authority shall name a new representative to fill out the unexpired term of office.
- A general member shall be any individual interested in promoting the purposes of the district who notifies the District Consultant of this interest.
- A general member may be elected to the Executive Board. A general member is not entitled to vote in Council business unless serving on the Executive Board.
- The term of office shall be two years, commencing in even-numbered years. A general member may serve repeated consecutive terms.
Section 2. The District Consultant shall keep the records of the membership and make such information available.
ARTICLE IV: OFFICERS
The officers of the Executive Board, as stated in the Northeastern Maine Library District Executive Board Bylaws, shall serve as the officers of the District Council.
ARTICLE V: MEETINGS
Section 1. Meetings of the District Council shall occur as prescribed by state law. Additional meetings may be called by the Chairman or by representatives of ten per cent of the member institutions.
Section 2. Any representative member or member of the Executive Board is eligible to vote on District business. If an authorized representative cannot attend a meeting, that representative may select a qualified substitute to vote his proxy.
Section 3. Meetings shall be conducted in accordance with ROBERT'S RULE OF ORDER.
ARTICLE VI: AMENDMENTS
Amendments to these bylaws may be presented at any regularly advertised District Council meeting or in writing in any issue of the District Newsletter published thirty days before such a meeting, to be voted on at the next District meeting. Seventy-five percent of the voting members present at that meeting must approve amendments to the Bylaws.
