Urban/Rural Designations in Maine

The PDF below lists the communities in Maine designated by the OMB's (Office of Management and Budget) Metropolitan Statistical Area (MSA) as being urban. (The FCC - Federal Communications Commission - has designated the OMB's MSA as the official designation for urban/rural communities for the purposes of Universal Service discounts.) If your community is on the list it means that your discount will be less than those communities in Maine not on this list which are considered to be rural.

New for 2017: please review this document (PDF) for your library's updated urban / rural status. If your library is not listed in this document, its status should be considered rural.

The FCC is aware that the MSA's are not a perfect indicator of urban/rural status and have created an appeals process. If you feel that your community has been inappropriately designated as urban, you may use this appeal process to request a change in your community's designation.
