2016 Biomass Resources RFP

Pursuant to an Act To Establish a Process for the Procurement of Biomass Resources (Act) P.L 2015, ch. 483 (PDF), the Maine Public Utilities Commission (MPUC) is seeking proposals for the sale of energy from Biomass Resources. Biomass Resources are sources of electrical generation fueled by wood, wood waste or landfill gas that produces energy delivered to the ISO-NE or NMISA region. Bidders selected will enter into two-year contract(s) with one or both of Maine’s investor-owned transmission and distribution utilities - Central Maine Power Company (CMP) and Emera Maine (EM) (T&D utilities).  Proposals will be evaluated based upon the in-state economic benefits generated. Payments under the contracts are contingent upon available funds from a Cost Recovery Fund. All inquiries about the RFP should be directed to faith.huntington@maine.gov.
