Electricity Delivery

An electric bill includes two components: electricity supply and delivery. A transmission and distribution utility delivers electricity by maintaining the infrastructure used for delivery, which includes substations, large transmission lines, distribution lines, utility poles and meters that connect to your home or business.  Delivery costs also include transmission costs, which are the costs of delivering electricity from generating power plants to the grid and are regulated by FERC.

Electricity supply is the energy that is supplied to you use each month.  Electric customers have the option of choosing an electricity supplier or using the default supplier (also known as the standard offer), which is the supplier or suppliers chosen in the competitive bidding process for standard offer electricity supply conducted by the Commission. Maine's electric delivery utilities do not set the rates for electricity supply, they simply bill on behalf of the suppliers so that customers do not receive two bills.
