List of Registered Local and In-state Toll Telephone Service Providers

The PUC maintains two lists of telephone service providers.

The first list is of those local and in-state toll service providers subject to more stringent regulation of their local service because they are “incumbent” providers, that is, they were around in the days when phone service was provided by monopoly utilities. They therefore enjoy certain benefits when compared with their competitors. In those days, each telephone utility enjoyed an exclusive service area, an area in which no other company could offer service. In exchange for the exclusive service area, the PUC required that the utility serve anyone who appeared able to pay. The PUC also ensured the company offered safe service at reasonable rates. Some “incumbent” local service providers also offer toll and optional services.

The second list is of registered local and/or in-state toll service providers who compete with the “incumbent” providers. These companies do not enjoy exclusive service areas. They are therefore not required to meet the same regulatory standards. They may offer reduced or enhanced services at reduced or enhanced prices. For example, they do not have to offer service to anyone who can pay. They must, however, still meet minimum customer service standards and comply with minimum consumer protection requirements. They must also register to do business with the PUC and meet certain registration standards to qualify for the list.
